Dr. Denisa Kera
Dr. Denisa Reshef Kera is an experimental philosopher and designer specializing in innovative strategies for public engagement and stakeholder participation in science and technology governance. She leads the Design and Policy Laboratory (Dando.design), which conducts groundbreaking experiments in governance for technological futures. Currently, her research focuses on LLM-driven agent-based simulations in decision-making processes to enhance public involvement in policy formation. Through art and design methodologies, Dr. Kera investigates the development of ethical and regulatory guidelines while critically examining various attempts to integrate different values into technological infrastructures.
Appointed by the Czech Ministry of Foreign Affairs, Dr. Kera also serves as a national expert on artificial intelligence at international conferences and advises government departments on AI strategy. Her innovative approach to public engagement earned the prestigious Digital Dozen Award in 2020 for the Lithopy-smart village sandbox, which combined satellite and blockchain service prototypes with fictional scenarios to facilitate public discussion.
Over the past decade, Dr. Kera has held academic positions at the University of Malta, Tel Aviv University, University of Salamanca, National University of Singapore, Arizona State University, and Charles University in her native Prague. Her global, interdisciplinary work on governance experiments with emerging infrastructures such as open hardware, blockchain/DLTs, and artificial intelligence is explored in her book "Algorithms and Automation: Governance over Rituals, Machines and Prototypes from Sundials to Blockchain" (https://www.routledge.com/Algorithms-and-Automation-Governance-over-Rituals-Machines-and-Proto/Kera/p/book/9781032038636). Dr. Kera's work sits at the intersection of technology, ethics, and public policy, offering innovative methods for public engagement in policy design.
